Dwimperl is Strawberry perl based and fortunately will include working compiler and working cpan client. Search for hints/problems installing Tk on strawberry perl maybe will give you more results.

Dwimperl is ... Yeah, http://dwimperl.com/windows.html is still a very old release candidate of http://strawberryperl.com/release-notes/5.14.2.1-32bit.html ... newer versions of strawberryperl comes with newer gcc toolchain ... there have been some 16 releases since then	[reply]
