Who is "they"? All users, some users, or just the spammers? A single proxy or several?

      So, according to your long and elaborate answer, we know that the spammers use one or more proxies, and the users don't. That's actually great news. Block the proxy/proxies and the spammers are gone. A simple IP-based blacklist should be sufficient.
