Warning: I haven't used Win32::GUI for years -- I don't even have it installed any more -- so I won't be of any use for ongoing support.
What you probably want is Win32::GUI::Window->AddGroupBox(). You can then add your widgets inside of that.

Um. I warned you I probably can't help much further.
But, You can control the addition of scrollbars to windows by specifying -hscroll => 0|1 and -vscroll => 0|1 when creating the control.
If a scrollbar is being added without your requesting it and without you being able to turn it off using the above, then you're going to have to seek better guidance than I can give.
Ditto, for how to control the scrollbar to do something useful.
