Damn! Er. Thanks MidLifeXis. (But damn!).
Now you've pointed it out, I actually remember reading jdporter's post.
Which means mine was either the result of a latent memory resurfacing; or a convergence of thought trains brought on by recent history.
Either way, I should have checked first.

If I'm reading this (and the referenced jdporter post) correctly, consideration events are now logged, but in a place where I cannot see (not being a janitor), and I believe neither can you. Or is there another avenue to this information?

Yes, and it is available to even anonymous visitors. Just append ';displaytype=edithistory' to the URL for any node whose history you want to see. For example, /?displaytype=edithistory;node_id=1130859. No, there is no way to see a summary of all consideration activity w/o being a cabal member.
The "node history" link for the current node is also included in the "Approval Nodelet" (which is available to people who can create and vote on considerations). The contents of individual edits are available to anybody who is logged in (for most edits).

I am not (to my knowledge) a janitor, and yet, I am able to see the modification history. See Recent Janitorial Edits. Perhaps it is a cabalist node.
Update: Looks like it is a cabalist node. Should this be public?
