I think you probably want Citrus instead of Strawberry. Caveat: I rarely develop on Windows and it's been years. If I'm off-base a WinMonk will call it out. :P

    Citrus Perl is only at version 5.16.3 (presently mainstream Perl is at 5.22) and development seems to have stalled since April 2013.

    Strawberry Perl is up to date and can easily install Tk through the cpan utility.

    For GUI development, there is also wxWidgets which cpan can install as Alien::wxWidgets.
