Your @INC path of "C:/perl/site/lib" indicates you are on a Windows OS, and have most likely installed ActiveState perl.

THe Activestate install includes a PPM GUI, which you can use to install modules.

Failing that, try this from the command line: 

ppm install Text::CSV

If that fails, try the cpan method mentioned above.
