They signal poorly formulated questions, and my personal taste is to avoid them more and more.
Multiple considerations of new titles are not possible because of the highlander nature of considerations, so we can't query for different options of what people might have understood.
OTOH correcting the title in a reply is a personal decision, and different repliers can offer different interpretations of (what the heck) the OP meant.
I think most people enter perlmonks via RAT-view like I do and decide after seeing the whole title tree (including authors) if they want to pick a post.
I'm not interested in bothering the monastery with discussions about titles for poorly formulated posts. ¹
I understand your idea, but in the end it's a question of group dynamic and efficiency.
I doubt blocking the consideration process with new title requests would pay out.

¹) further on consideration happen on per post basis. What do you expect to happen after a root node was corrected with all the replies? Please note: "Edit" considerations bind manpower and are often slowly executed.
