You can install CPAN::Mini (and use minicpan) on Windows, too. Just install Strawberry Perl (or use one of the portable versions, cpan works with them, too), or Active Perl.

Or run perl/CPAN::Mini under Cygwin, or in a VM, or on the new Windows 10 Ubuntu/Linux subsystem... there are many alternatives.	[reply]
