In this case, you may be ok if you force-install the module: cpan -f install pp.

I see there's a 5 month old bug related to this issue, so with a few extra minutes here, I'm setting up a test env and I'm going to try to figure out exactly what's going wrong.

    I appreciate this, I didn't even know about the -f switch for forcing install.
