    For starters, look at Time::Piece

    It has functions for parsing date strings and doing some date calculations.

    Also, it's a core module, so you should already have it.

    Your "urgent" ain't mine.

    Consider also:

    1. thanos' answer, above is a suggestion you may wish to follow before blundering into new sites with questions which are apt to be regarded as gimmé's (pronounced as if sloppily vocalizing "Give me!") You should probably proceed to reading the other faqs about this site, which suggest you be sure to include an example of the effort you've made before asking for free code.
    2. PM's denizens (aka Monks) are more than happy to help you surmount specific coding difficulties... and even to point you to learning resources (e.g. perldoc DateTime or [this node (note, however, that it's quite old) ... but this is not CODE-A-MATIC and only rarely do we Google it for you.
    3. Our SuperSearch would have pointed you to a good starting point had you formulated reasonable search elements, say "these.

    In addition to comments made previously by other monks (with which I entirely agree), I would point out that our requirement is unclear: should your script return true is the difference is exactly 15 minutes? I guess, probably not. Or is it maybe 15 minutes or more? Or perhaps 15 minutes or less?
