It seems to have been removed from cpan , as its not listed under the authors page

Even this is gone https://github.com/benkasminbullock/Encode-Detective/issues

    It's still on BackPAN, though, in addition to meta::cpan. (So help me Celestia, one day I will get the hang of all these *PANs.)
