Perl is a scripting language, and is about 100 times slower than C. So, certain types of games that demand faster response times cannot be written in Perl today. However, Perl can call libraries written in other languages. Perl would not be my choice to make a video game, but I wouldn't say it's not possible. Also, when machines were 100 times slower than they are now, some great games were written that are still played. These games were "complicated".
That's all without considering that the term, "complicated game" is ambiguous.
