I would suggest to read this similar problem thread (problem using DBD::Oracle with Active State).

Most like the problem is Oracle: DBD::Oracle - install 64bit Oracle Instant Client 12.x and make sure you have OCI.DLL in your PATH as stated on the (Strawberry Perl (5.22.0.1-64bit) Release Notes) documentation. I assume the same applies for 32-bit system.
