This means that likely, there is a different proxy that your script now needs to talk to.

I recommend talking to your system administrator to find out how your program can speak to the outside world.

    yes i can ask that tomorrow. But I followed the instructions on here and i think i found out? https://www.techwalla.com/articles/how-to-find-my-http-proxy-port-number Now the error msg is "Couldn't get http://search.cpan.org/403 Forbidden" (but i actually can access the page without perl)

      So most likely, it is your proxy that tells you that the page you're trying to request is forbidden. Maybe you need to supply additional credentials to your proxy.
