I'm fairly sure I won't be the first or last to say this but you *may* want to look towards DBI for all your database interfacing with perl. However if you're determined to use msgget, msgsnd and msgrcv then you'll probably want to check out the likes of IPC::SysV. Also if you're doing webby stuff you'll also want to be reading up on the fantabulous CGI.

I would encourage you to provide more details in your questions. No details means it's hard to understand what you are trying to do, and therefore complicates providing a decent reply.
Specifically:
What type of database?
What are you using the database for?
What platform, Windows? Unix? Atari?
A couple hints:
The Super Search is a good place to start.
Perhaps look for information on the perl DBI.
