You want to be able to send email, you need to be able to use your mail server, outlook is only a client. Look at MIME::Lite or Mail::Sender. If you have limited internet access, consider creating a local cpan mirror, minicpan.

I have mail port open. Can I use EMAIL:SIMPLE this module to send out mail

No, Email::Simple has no facility for sending email. It is for parsing and manipulating simple email headers and body as per RFC 2822.

... but your application is "only a client" in this case, too. If you can reach a mail-server on the proper port-number, given your "limited Internet access," and then authenticate to it properly, you can send mail.
