I am not sure whether this really covers the same topics as what you have in mind, but some people are working quite hard at trying to improve the CPAN and the tools related to it. See for example http://act.qa-hackathon.org/qa2017/, as well as http://blogs.perl.org/users/sawyer_x/2017/05/my-perl-toolchain-summit.html and http://blogs.perl.org/users/joel_berger/2017/05/perl-toolchain-summit-2017.html. They even hold meetings about twice a year, or so. Maybe you want to discuss with them or possibly even undertake to work with them.

    Ah, yes, this "Perl Toolchain Gang" kept coming up in searches related to my queries. I had never seen or heard of them until the last couple of days. I only vaguely surmised they were into helping to create tools for Perl's infrastructure. Thanks so much for these links.
