git version-control would be very useful to introduce into this picture regardless, because something could be accidentally deleted and you would not know. Having a database of sections – and a simple tool to produce the necessary file from the stored sections – might also be a good idea. (And I would do both at once.) But obviously you are going to be faced with a political struggle no matter what you do if this application is 40 years old.
