Since you're just getting started, given what you seem to want to do(Sample REST request & response code & Reaped: Sample REST::Client request & response code) it may be worth reading what I said here (just to save me copying and pasting from CGI, again).

I have downvoted your post. Although I understand your concerns about CGI, your warnings are IMO becoming spam interjected into every post that contains the term CGI.pm	[reply]
