Configuration file `C:\Strawberry\c\bin\startup\startup.mk' not found

dmake won't work if startup.mk cannot be found.
Does C:\Strawberry\c\bin\startup\startup.mk exist ? If not, what happened to it ?
Best if you could provide the output of perl -V
