1. The version of perl on the system:

2. Permitted CPAN modules available to the user: I am sorry but not sure how to get this.

Also, it'll take long time for someone from SA team to take a look at it and fix. I'll try my best to remember to post here after all issues are resolved.

Your admin might need to run: `$ cpan -l` [download] to get a listing of what is on the system. See also: https://stackoverflow.com/questions/115425/how-do-i-get-a-list-of-installed-cpan-modules I am not seeing much on the CPAN testers site related to this bug.
