It's distributed in the DBI package - http://search.cpan.org/search?mode=module&query=DBD%3A%3AMultiplex - and looking at the source code it looks like it's just a proof of concept thing. I sent Tim a mail asking what happened to it and will write back here when he tells me.

I suspect he gave up on it because making it work well (for updates at least) would be quite a bit of work. Just think about what to do when an update fails on one of the servers.
