What role does "priority" play?

Can an event from A occur while a prior event is being serviced by a B?

    Priority determines which of A get serviced first. Yes, an A can be serviced at the same time as another A. However, this would mean that it is being serviced by a B seperate from the other. In other words, when an A matches a B it is 1 to 1.
