It's worth pointing out this question was covered recently here: FastCGI and mod_perl compared. A quick search also turned up this: Mod_perl, FastCGI, Velocigen.

If your site never gets posted to Slashdot, and/or you have very few visitors, vanilla CGI is fine. I think FastCGI exists simply because it was invented before mod_perl came to be.
