Well I would go with Apache over PWS,
OpenSA has a nice
win32 build (even if it is a little stale).
And along those lines PHP
could be a possibility. If you do a straight
perl app I'd try Win32::GUI or
wxPerl over
Tk, since it'll look like a "real" application.
