SLG150 - I wouldn't say your post was really bad, however the title doesn't help.
Looking through a list of nodes "Locking files over NFS" or similar is going to help other monks more than "There HAS to be a way to do this".
As far as your question goes, doing a Supersearch turns up File locking on NFS.
Turnstep has written File Locking, which has some notes relating NFS - the entire node should make interesting reading.

Forgive me. While reading your original post, I remember it somehow came across to me as argumentative and inappropriate. Upon re-reading it now, I'm not sure anymore what gave me that impression.
You are certainly asking a valid question, although I still question its Perl-relatedness.
