dhcpcmd.exe has a million and one functions ... depending on which ones you want to mimic
i would go to search.cpan.org.
The Module Net::DHCP::Options looks like it may work for you ...

The combination of the modules should at least give you starting points for your application. Remember though this module is less than a month old (Dec 15, 2001). So documentation and development are rather new.
Depending on your experience and desire, your help may be appreciated in further development of this module.
