    At 1149 EST I was able to call up the web page at http://www.activestate.com/ just fine. Ping time 70ms from my machine, 58ms from one of my hosts, 77ms from another.

    Seems to be OK -- this might have been better suited for the chatterbox (right side of the browser window).

      Perhaps santsu bookmarked the URL of a specific release of ActivePerl, as you just did, and it has since been superceded by a newer one?
