You may as well write
for($i=$o; $i<=$e; $i++){
as
print "2 is prime\n" if $o == 2; $o++ if $o % 2; for my $i ( $i=$o; $i<=$e; $i+=2 ){
That way you start on an odd number and account for the only even number which is prime. There is no need to check even numbers after 2.

    My criteria for good software:
    1. Does it work?
    2. Can someone else come in, make a change, and be reasonably certain no bugs were introduced?
