Got it, with issues.

Ended up using GD (didn't read perl monks because the internet was down) which I already had installed on my system... Ran into two issues:
1. New images are 1x1 unless you fill the image with a color.
2. You can only create one image in a loop. Don't know why this is... Ended up writing a batch file to call the main compare function again as a sepereate exe...
