Actually, a fellow monk and good friend of mine, oubiwann, has started a new project at Sourceforge called PerlWebSite. It's a "web site content management system based loosely on phpWebSite and inspired in part by bugzilla. Using a DBI::CSV backend, this is just the thing that people need when they cannot run PHP or MySQL on an ISP."

Granted, it's still in alpha/pre-release stage right now, but he's making great progress. It also uses CGI caching, so it should be sprightly as well. ;-)
