When I have it in a less user-surly state, I plan to post it under either Code or Snippits. At present, I've only posted it in the discussion under one of pudge's journal entries on use.perl.org. You could find it there, I think the journal entry that started the thread was titled something like, "SOAP is here, wash yourself".

Update: This is a direct link to the comment that has the code for upj_post.pl. Since posting that, I've lightened the requirement of having an existing Netscape cookie for authentication. The version I'll post here (probably sooner rather than later) will include a -C option that allows for command-line provision of the UID/password for authentication.
