We create a new page similar to newest nodes, but it only has links to recently changed home pages. When you sumbit a change to your home page, you are given a check box that says "add me to the list". If you check this box then your page would be listed for the next twenty four hours.
This would allow anybody who's not interested to ignore it. It would also allow each user to decide if a change they have made to their home node is "significant". If someone goes to the bother of regularly updating their home node then they probably want people to see it (otherwise why bother?).
