I used the pv.exe command line interface to the free process viewer PrcView (it's bundled with the GUI). This works on Win98 and WinXP, probably any Win32 out there. For example:
pv --kill --force notepad.exe
pv can also list the active processes. It's comparable to ps on Unices.
