Very often, I download the modules as zip's from http://www.activestate.com/PPMPackages/zips/5xx-builds-only/ or http://www.activestate.com/PPMPackages/zips/6xx-builds-only/ (e.g. with lwp-rget --limit=10000 --hier --depth=2 http://url, unpack them (e.g. with the winzip shell extensions) and install them in the shell the following way:

ppm install Modulename.ppd
[download]

(or under WinNT/2k/XP even all with:

for %i in (x:\as-packages\*.ppd) do ppm install %i 2>1 >> install.log
[download]
