You do not have MSVC++ installed properly to use it from command line, while perl is configured to use it.

If you installed it, you should find vcvars32.bat and either use it properly, or set your environment variables as they are in that file.

Which C++ compiler do you have? "perl -V" will also be helpful during analyzis of your problem.
