I see several dependency problems in the output. You could try to locate every rpm library that was not found or not up to date but I'd try agin with a source distributionTime::Period(.tar.gz file from CPAN) or even better use CPANPLUS. I just installed that module *ON Windows!* using cpanplus, so it probably will work for you too.
