Completely petty and insignificant, but 
Path     => "$defaults{REPORT_DIR}$defaults{REPORT_FILE_NAME}",

is better written (completely IMO) as 
Path     => $defaults{REPORT_DIR}.$defaults{REPORT_FILE_NAME},
