I keep a local CDROM with the CPAN archive at home, and make it work by editing CPAN::Config.pm

The only line you need to change is

'urllist' => [q[file://mnt/cdrom/CPAN]];
And it will only seek from that cdrom. You might have to do some more work to get it working without any CPAN bookkeeping files though.

    Interesting... I didn't know you could mount a local cpan archive... (Unfortunately, I don't have access to the hardware either... I get to just sit at a dumb terminal...) I'm definatly making a mental note... :-)
