The short answer is that smaller organizations are not set up to cooperate that way.
Each has an IT department that is (choose three) small, overworked, understaffed, underskilled, a fiefdom, an empire, disregarded, a nest of BOFH, a money pit, an unrecognised profit center.
Prerogatives are jealously guarded. Contact between departments is discouraged to avoid personnel raids. The parent organizations are apt to be in competition with each other.
