Well, after asking around quite a bit, it appears it is a bug in ExtUtils::Miniperl.

Mattia Barbone came through with

Add

char PL_do_undump = 0;
perl_mutex PL_op_mutex;

before main; This looks like the right solution; I do not know why
Miniperl does not add them itself, though.
