Ogg::Vorbis::Header (formerly Ogg::Vorbis::Info; the name change was a result of this thread) is now available on CPAN. You can also get a copy here.

This module provides an OO interface to the informational header fields of Ogg Vorbis compressed audio files. It allows you to view info (bitrate, etc) and comment (title, author, etc) tags and to edit, delete, and add comment tags. It closes file handles between operations so can use OVH objects in large data structures and loads portions of the header incrementally. Check out the documentation here or here.
