I'm confused. Is this an issue with some code you're writing that gereates a URL that spawns a new IE window? Or is it an issue with your Windows box such that ever time you click on a link you get the extra window? Does it happen with Netscape? Is it every link, almost every link, or is it specific to a web site?

If it's a code question, we'll need far more information. If it's a browser/OS question, it's probably either your browser settings or you have some spyware on your machine. Download and run Ad Aware and see what you get.
