Forgot to mention - Operating system independence would be a big plus. I'd like to avoid relying on the gnome or other xml libraries. thanks.

If platform independence is a priority, it might be an idea to stick to using PPM-enabled modules so Windoze users have an easier time installing them. I haven't used them myself, but these include XML-Element and XML-Parser.
