While I understand the sentiment, I think the ability of anonymous monks to start threads is worth the occasional annoyance. The cruft gets quickly downvoted to oblivion, as is appropriate, and the important but anonymously posted stuff doesn't. I don't see that there's been abuse. Annoyance, yeah, but not abuse, and sanctions levvied based on annoyances are generally a bad idea.
