I used to use ActivePerl::DocTools, heck I even wrote ActivePerl::DocTools::TOC::HTML::Podmaster, but I still wasn't satisfied, and after ActiveState commented out all the pod in ActivePerl::* modules, I wrote Pod::Master. It's better.
