Thank you all for your replies. I realized two things after I posted:

1. The -remote command line option is only supported in U*ix versions of Mozilla, not Windows according to this Mozilla page.

2. I'm reinventing the wheel. I had no idea that you could bookmark a group of tabs.

The good news is that there is an easy way to do what I wanted, and I learned more about perl today :)
