Why did you comment out 'use strict'? Also, I would include the line:

use CGI::Carp qw( fatalsToBrowser );
[download]

If you include that line, removing it before you place this code online is a good idea. If the program fails for some reason, it could reveal details about your server set-up that should be private ( path, etc. ).
