    No, it does not work outside of double quotes. This is documented.

    The actual reason for this is that it is very hard to parse Perl code. I could have used code => sub { s/\$!/'Unknown error'/g }, but guess what that would have done with print q!$$!;.

    I worked around this by making a feature out of this lack of feature. To learn about the details, please read the documentation. You have approximately 70 hours left before it is deleted from CPAN.
