DBD-Oracle on Activestate for Perl 5.8

vraopolisetti has asked for the wisdom of the Perl Monks concerning the following question:

It looks like Activestate could not compile DBD-Oracle for Perl 5.8 on windows platform. http://ppm.activestate.com/BuildStatus/5.8.html . Did someone get it compiled successfully. I do not have a C/C++ compiler on my desktop. Any help is greately appreciated. Thanks.
